Conditions or Reasons for Planning Application - CB/21/00324/FULL
Conditions or Reasons:
1) The application has failed to provide plans which accurately represent the internal area within the building. The dimensions annotated on the proposed drawings have been confirmed to be inaccurate as part of a site inspection and it has also been confirmed that proposed bedroom 2 on the ground floor does not meet the minimum floor area required to provide adequate standards of amenity for future occupants of the HMO. The application has therefore failed to demonstrate that the conversion of the building would not result in poor standards of amenity and unacceptable living standards for future residents, demonstrative that the site is not appropriate for conversion into a larger 7-bedroom HMO. As such, the proposal is contrary to Policies H2 and HQ1 of the Central Bedfordshire Local Plan (2021), Chapter 16 of the Amenity Guidance for Houses in Multiple Occupation and Other Houses (October 2018), and Chapter 12 of the NPPF.
2) The application has not been supported by a consistent set of plans which accurately demonstrate the extent of the site and the location of built form within it. The parking plan provided can therefore not be relied upon, nor can it be said to be achievable since it fails to provide sufficient space for pedestrian access, does not provide adequate space for manoeuvring due to the location of other parked vehicles, and fails to take account of the siting and positioning of existing street furniture which would render the accompanying tracking diagram unworkable. As such, the proposal would not provide safe and convenient off-street parking for the development, leading to indiscriminate parking within the highway and resulting in danger and inconvenience to other road users. The details shown as part of the application do not conform to the Highway Construction Standards & Specifications Guidance, or the car parking standards set out in the Central Bedfordshire Council's Design Guide and the proposal is considered to be contrary to Policies T2 and T3 of the Central Bedfordshire Local Plan and Chapter 9 of the NPPF.
