Conditions or Reasons:
1) It is considered that the proposal would constitute development in accordance with the definition of development defined in Section 55 of the Town and Country Planning Act 1990. The proposed detached outbuilding would accord with the relevant tolerances of Schedule 2, Part 1, Class E of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), and therefore the proposal is considered to constitute permitted development. Permitted development rights have not been removed from the property and the site is not covered by an Article 4 direction.
