Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than the specified purposes listed in paragraphs 145 and 146 of the National Planning Policy Framework. The proposed development is not included within these specified purposes and thus constitutes inappropriate development within the Green Belt. The proposed buildings, by reason of their bulk, mass and location would also have a significant detrimental impact on the openness of the Green Belt. No very special circumstances have been established in this case and thus the proposal is in conflict with Section 13 of the NPPF, Policy SP4 of the Emerging Local Plan 2015-2035 and the Central Bedfordshire Design Guide.
