Conditions or Reasons:
1) The proposal would constitute a material change to planning permission ref: CB/18/02214/FULL and this application is hereby refused. This is because the requirement for the widening of the dropped kerb onto Kensworth Road to serve the proposed three parking spaces in front of the property, along with the need for an additional condition to control the approval & implementation of said highway works, mean that the proposed works would increase, and hence be beyond, the scope of the approved 2018 development.

Full planning permission is therefore required.
