Conditions or Reasons for Planning Application - CB/21/00860/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The proposed vehicular access shall not be brought into use until the junction of the proposed vehicular access with the highway has been re-constructed in accordance with the approved details and to highway standards.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises (Section 9, NPPF, 2019)
3) The proposed vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) for a distance of 5.0m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety (Section 9, NPPF , 2019).
4) Any gates provided shall open away from the highway and be set back distance of at least 5.0m from the nearside edge of the carriageway of the adjoining highway.

Reason: To enable vehicles to draw off the highway before the gates are opened (Section 9, NPPF, 2019)
5) The spoil from the development shall remain within the site as a bund/bank which should be constructed such that it will not cause obstruction/encroachment to the public highway with arrangements made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety (Section 9, NPPF, 2019)
6) This permission is for the sole benefit of the owner/ occupier of the dwelling known as Pegsdon Grange and shall not be used for commercial/ business purposes at any time.

Reason: To ensure that the [proposal does not result in an unacceptable impact on the amenities of neighbouring residents and to ensure that the proposal does not result in a detrimental impact on vehicular and pedestrian safety in the area (Sections 9 and 12, NPPF, 2019).
7) Prior to the construction of the boundary treatments hereby permitted, a scheme shall be submitted for approval in writing by the Local Planning Authority indicating the design, materials and type of proposed boundary treatment running east-west across the site to be erected. Full details of the intended brick bond, materials including manufacturer's name and product/ code, of the proposed boundary walling shall also be submitted for approval by the Local Planning Authority. The boundary treatments shall be completed in accordance with the approved scheme and be thereafter retained.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality.

8) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
9) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Environmental Code of Practice https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning/3

Reason: In order to minimise the impact of development on existing trees, landscape features and biodiversity (Section 15, NPPF)
10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers PG:01; PG2: 02/ rev A; PG2:03; PG02:04.

Reason: To identify the approved plan/s and to avoid doubt.
