Conditions or Reasons for Planning Application - CB/21/00939/OUT
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the proposal would comprise inappropriate development within the Green Belt and would be harmful by reason of inappropriateness, significant loss of openness and by conflict with the purposes of including land within the Green Belt. Very special circumstances that would outweigh the identified harm have not been demonstrated in this case. The proposal is therefore contrary to Policy SP4 of the Central Bedfordshire Local Plan and Section 13 of the National Planning Policy Framework.
2) The site is located within the open countryside, wherein there is a general presumption against residential development. Inadequate justification has been put forward as to the essential need for a dwelling to support a rural worker and any functional need for a dwelling on this site could be fulfilled by an existing dwelling on the farm holding. The dwelling does not represent a sustainable form of development. As such, the siting of the dwelling for residential accommodation is unacceptable and contrary to policies DC3 and HQ1 of the Central Bedfordshire Local Plan and the National Planning Policy Framework.
