Conditions or Reasons for Planning Application - CB/21/01063/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the details given in the application and prior to the commencement of any above slab level works for the development hereby approved, details of material samples of the brick type(s) in respect of the new rear extension hereby approved shall be submitted to the Local Planning Authority for its approval in writing.
Either:
i) samples of facing brick and detailing brick (date roundel gable feature brick, window/door head brick) made available on site for Local Planning Authority inspection,
or
ii) a full brick samples photograph submission, with facing brick and detailing brick clearly identified;
shall be provided to the Local Planning Authority.

The approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the significance and traditional character of this listed building and to safeguard the character and appearance of the Conservation Area in which the building is located (Policy DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and Section 16, NPPF)
3) Notwithstanding the details given in the application and prior to the commencement of any above slab level works for the development hereby approved, details of comparative'new' and 'existing' samples of the roof slate and ridge pieces requiring close-matching with the existing in respect of the roofing of the side extension to the main building hereby approved shall be submitted to the Local Planning Authority for its approval in writing.

Either:
i) full comparative samples of roof slate and ridge piece made available on site for Local Planning Authority inspection
or
ii) a full comparative roof slate and ridge piece photograph submission with 'new' and 'existing' roof slate and ridge piece samples clearly identified;
shall be provided to the Local Planning Authority.

The approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the development is carried out in manner appropriate to the traditional character of the existing building and appropriate to the character and the appearance of the Conservation Area in which the building is located (Policy DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and Section 16, NPPF)
4) Notwithstanding the details submitted with the application and prior to the commencement of any above slab level works for the development hereby approved, the constructional phase of the development hereby approved, drawn section details at a scale between 1:10 and 1:20 as appropriate clearly demonstrating the relationship of the window and door installations hereby approved to the external envelope of the building (typical detail) shall be submitted to the Local Planning Authority for its approval in writing. The approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner that safeguards the significance and traditional character of this listed building and to safeguard the character and appearance of the Conservation Area in which the building is located (Policy DM13 of the North Central Bedfordshire Core Strategy & Development Management Policies and Section 16, NPPF)
5) Notwithstanding the details submitted with the application, the rainwater goods to be installed as part of the development hereby approved shall be of 'Heritage Range' black painted cast aluminium unless otherwise agreed in writing, and in advance of installation, by the Local Planning Authority.

Reason: To ensure that the approved works are carried out in a manner that safeguards the significance and traditional character of this listed building and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
6) Notwithstanding the details submitted with the application, all new or replacement window and external doors installations of the development hereby approved shall be of timber construction, the final decorative finish of which shall match the decorative finish of the existing installations to be retained unless otherwise agreed in writing, and in advance of final decoration, by the Local Planning Authority.

Reason: To ensure that the approved works are carried out in a manner that safeguards the significance and traditional character of this listed building and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
7) Other than in the new rear extension hereby approved, all new or replacement window and external doors shall be single glazed unless otherwise agreed in writing, and in advance of installation, by the Local Planning Authority.

Reason: To ensure that the development is carried out in manner appropriate to the traditional character of the existing building and appropriate to the character and the appearance of the Conservation Area in which the building is located (Section 16, NPPF)
8) Notwithstanding the details submitted with the application and unless otherwise agreed in writing by the Local Planning Authority in advance of porch construction, the replacement front porch hereby approved shall incorporate:
- a thatched roof with raised ridge complementing the thatched roof of the existing building to be maintained, and;
- porch sides of timber latticework panels.

Reason: To ensure that the approved works are carried out in a manner that safeguards the significance and traditional character of this listed building and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
9) Notwithstanding the details submitted with the application any external render finishes to be applied in respect of the development hereby approved shall match the existing to be maintained in texture and final decorative treatment.

Reason: To ensure that the approved works are carried out in a manner that safeguards the significance and traditional character of this listed building and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
10) Notwithstanding the details submitted with the application, the rooflights proposed to be installed as part of the development hereby approved shall be of recognised low-profile 'Conservation Rooflight' type, dimensioned and full manufacturer's product details of which shall be submitted to the Local Planning Authority for its approval in writing prior to installation on site, and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved works are carried out in a manner thatsafeguards the significance and traditional character of this listed building andto safeguard the character and appearance of the Conservation Area in whichthe building is located (Section 16, NPPF)
11) A pile and beam foundation shall be used in the construction of the side extension hereby approved, and shall be constructed in strict accordance with the engineers specification design, as being shown on the drawing "Extension and Alterations" (Job No. 2378, Drawing No. 1000 - dated January2021), as prepared by Cornerstone Consulting Engineers Ltd.

Reason: To use a foundation design that requires the minimum excavation work, so as to avoiddamage to the rooting system of adjacent trees, in order to maintain their health, stability and screening value. (Policies DM3 & DM14, North Central Bedfordshire Core Strategy & Development Management Policies and sections 12 & 15, NPPF)
12) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
13) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 001/ REV: A, 011/ REV: A, 014, 59, 60, 61 and 1000.

Reason: To identify the approved plans and to avoid doubt.
