Conditions or Reasons for Planning Application - CB/21/01163/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers WC01/R2 and WC01/R2.

Reason: To identify the approved plan/s and to avoid doubt.
4) The development shall not be brought into use until the junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details and the existing access/junction closed and re-instated with full height kerbs.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
5) Before the access is first brought into use a triangular vision splay shall be provided on the west side of the new access and shall measure 1.8m along the fence, wall, hedge or other means of definition of the front boundary of the site, and 1.8m measured into the site at right angles to the same line along the side of the new access drive and the east side of the site, the east boundary shall be lowered to 600mm for 1.8m into the site measured from the highway boundary. The vision splays so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.

Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to
use it.
6) The proposed vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) as may be approved in writing by the Local Planning Authority for a distance of no less than 5.0m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety.
7) The maximum gradient of the vehicular access shall be (1 in 10).

Reason: In the interests of the safety of persons using the access and users of the highway.
8) The garage hereby permitted shall be designed to ensure that a minimum driveway length of 5.5m clear of the highway is obtained together with a garage door of a type that does not protrude from the front of the garage whilst being opened. The door shall thereafter be permanently retained on site, unless otherwise agreed in writing by the Local Planning Authority.

Reason: To ensure that adequate provision is made for the parking of a vehicle clear of the highway in the interests of public safety.
