Conditions or Reasons for Planning Application - CB/21/01234/FULL
Conditions or Reasons:
1) The neccessity to provide 8 No. car parking spaces across the site as well as an acceptable provision of private amenity space as a result of the proposed development cannot be achieved due to the confined space within the application site. Therefore, the proposal by reason of its excessive scale and layout would form an overdevelopment of the application site, which would cause harm to the character and appearance of the area. As such, the proposal would conflict with Policy HQ1 of the Central Bedfordshire Local Plan and Section 12 of the National Planning Policy Framework.
2) The proposed first floor extension to the building known as Highfield Bungalow would by reason of its excessive scale and siting, result in an unacceptable loss of outlook and an overbearing impact upon habitable rooms occupied within the neighbouring property Highfield Barns. Therefore, the proposal would cause harm to the amenity of the occupiers of this neighbouring dwelling, and would conflict with Policy HQ1 of the Central Bedfordshire Local Plan and Section 12 of the National Planning Policy Framework.
3) The submitted red outline plan of the site does not include the access to Bedford Road. Given the increase in the number of vehicular movements as a result of the proposed development, the Council cannot therefore determine whether the proposal would be acceptable in terms of highway safety given that the red line does not accurately adjoin the highway. Therefore, the proposal would conflict with Policy T2 of the Central Bedfordshire Local Plan.
