Conditions or Reasons:
1) Given the land does not immediately adjoin any existing buildings the proposal would not constitute infilling. Therefore, the proposal would constitute inappropriate development causing significant harm to the openness of the Green Belt. No Very Special Circumstances have been demonstrated that would clearly outweigh the harm, and therefore the proposal would be contrary to Section 13 of the NPPF.
