Conditions or Reasons for Planning Application - CB/21/01362/FULL
Conditions or Reasons:
1) The proposed replacement dwelling would be of greater scale and bulk than that existing dwelling and would be more intrusive in the landscape so being detrimental to the openness of the Green Belt. No very special circumstances have been advanced in support of the proposal and it is therefore contrary to Policy DM6 of the South Bedfordshire Local Plan Review and Section 13 of the NPPF.
2) The development by reason of its excessive scale, bulky form of development and the removal of the important hedgerow at the front of the site, would result in an overdevelopment of the site as well as appearing against the established character and grain of development along Wood Lane. The proposal would therefore cause harm to the character and appearance of the Aspley Guise Conservation Area. The proposal would not be in accordance with Section 12, 13, 15 and 16 of the NPPF; Policies DM3, DM6, DM13, CS14 and CS15 of the Core Strategy and Development Management Policies - North 2009; and the Central Bedfordshire Design Guide (2014).
3) The proposal by virtue of its excessive scale, bulky form of development and the loss of hedgerow along the northern boundary, the proposal would result in an unacceptable impact on neighbouring properties to the North and South of the site which would have a negative impact on their amenity and living conditions. The proposal would not be in accordance with Section 12 of the NPPF, Policies DM3 and CS15 of the Core Strategy and Development Management Policies - North 2009 or the Central Bedfordshire Design Guide (2014).
4) Insufficient information has been provided to enable an accurate assessment of the proposed access arrangements, and safe and suitable access to the site for all users has not therefore been demonstrated. The proposal would not be in compliance with Section 9 of the NPPF or the Central Bedfordshire Design Guide (2014).
5) Insufficient information has been provided to enable an accurate assessment of the proposed harm to protected species on the site, and that there is a net gain in biodiversity on the site. The proposal is therefore not in accordance with Section 15 of the NPPF or the Core Strategy and Development Management Policies North 2009.
