Conditions or Reasons for Planning Application - CB/21/01425/FULL
Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The proposal, by reason of its overall size and massing would, combined with previous extensions, be disproportionate to the scale of the original dwellinghouse and would have an unacceptable impact on the openness of the Green Belt. No factors which could amount to very special circumstances to outweigh the harm to the Green Belt have been advanced. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework, Policy SP4 of the Central Bedfordshire Local Plan and Section 7 of the Central Bedfordshire Design Guide.
2) The proposed development by reason of its excessive scale, height, forward projection and siting in relation to the neighbouring property No 48 Holywell Road would cause an unacceptable overbearing impact and undue loss of outlook, harmful to the residential amenity of the occupiers of that property. The proposal is therefore contrary to Policy HQ1 of the Central Bedfordshire Local Plan, Section 7 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
