Conditions or Reasons:
1) The proposed outbuilding/ annexe, by virtue of its excessive scale and bulk is tantamount to a new dwelling and does not have any reliance on the host dwelling, would not positively contribute to the character and appearance of the area. The proposal would appear out of character within its setting, subsequently detracting from and cause harm to the character and appearance of the area which is adjacent to the open countryside. The proposal is therefore contrary to Policy DM3 and DM4 of the Core Strategy Development Management Policies, Section 12 of the National Planning Policy Framework, and Section 7.03.14 and 7.03.13, and 7.03.21 of The Central Bedfordshire Design Guide (2014).
