Conditions or Reasons for Planning Application - CB/21/01525/FULL
Conditions or Reasons:
1) The principle of the side extension has been established by the extant approval of planning applications CB/20/02554/FULL & CB/20/02824/LB. Notwithstanding, the introduction of a dormer in the front roof slope of this extension would be uncharacteristic of the host property and provide undue prominence to the extension rather than ensuring its subservience. Accordingly the proposed scheme fails to have special regard to the desirability of preserving the listed building, therefore contrary to Section 16 (2) of the Planning (Listed Buildings and Conservation Areas) Act 1990. The level of harm caused to the designated heritage assets by the proposal would be less than substantial (NPPF 2019, Para 202 applies); however, there are no public benefits to outweigh this level of harm. The proposal is therefore considered to be contrary to Local Plan policy HE3 part 12 and paragraphs 202 of the National Planning Policy Framework (2021) and the guidance within parts C1, C2, I1 and I2 of the National Design Guide (2019).
