Conditions or Reasons:
1) The proposal will result in the loss of an important existing amenity area as part of a wider established amenity area and result in a detrimental visual impact on the character and appearance of the site and setting. The proposed development is not therefore a high quality design and layout and conflicts with policies DM3 and DM17 of the Core Strategy and Development Management Policies (2009) and the National Planning Policy Framework (2019).
2) The proposal, by reason of its siting and design, will result in an unacceptable and harmful loss of light and overbearing impact to the occupiers of 85 Western Way and an unacceptable and harmful overbearing impact to the occupiers of 91 and 95 Western Way. The proposed development is therefore contrary to policy DM3 of the Core Strategy and Development Management Policies (2009), the Central Bedfordshire Design Guide (2009) and the National Planning Policy Framework (2019).
3) The relationship of the proposed development and existing turning head area at the front of the application site will not allow the access and egress of vehicles into and out of the application site and will lead to an increase in on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to vehicular and pedestrian users of the highway. The proposed development is therefore contrary to policy DM3 of the Core Strategy and Development Management Policies (2009) and Section 9 of the National Planning Policy Framework (2019).
