Conditions or Reasons:
1) The proposed 20 metre high monopole, by reason of its height, form and location, with limited screening from trees or landscaping, will appear unduly prominent and visually intrusive at this open and spacious location. The mast will appear visually dominant in the streetscene and will be materially out of scale with the rural character of this part of the streetscene, also resulting in a harmful impact on the wider setting of the Grade II listed building known as Village Farm. It is considered that the applicant has not adequately demonstrated that other less visually damaging options cannot be achieved. The proposal is therefore contrary to policies CS1, CS14, CS15, DM3 and DM13 of the Core Strategy and Development Management Policies (2009) and Sections 10, 12 and 16 of the National Planning Policy Framework (2019).
