Conditions or Reasons for Planning Application - CB/21/01738/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers CBC/001, 1332 PA 230, 1332 PA 231, 1332 PA 101, 1332 PA 233 Rev A, 1332 PA 232, 1332 PA 235, 1332 PA 001, 1332 PA012 & 1332 010.

Reason: To identify the approved plans and to avoid doubt.
3) Development shall take place in strict accordance with the terms and conditions of the Council's Organisational Licence (WML-OR24-2020-1) and with the proposals detailed on plan 'Springwell Cottage: Impact Map for great crested newts district licensing (version 1)".

Reason: In order to ensure that adverse impacts on great crested newts are adequately mitigated and to ensure that site works are delivered in full compliance with the organisational licence.
4) Development shall take place in strict accordance with Part 1 of the GCN Mitigation Principles, as set out in the District Licence WML-OR24-2020-1.

Reason: In order to adequately mitigate impacts on the great crested newts.
5) Notwithstanding the details given in the application samples of all external materials to be used in the development hereby approved, including weatherboard cladding, rainwater goods, plinth brick, roof slate and ridges, shall be provided for consideration by, and the written approval of, the Local Planning Authority prior to the commencement of any work of construction on site either by way of :-

i) samples identifiable by manufacturers product type made available on site for Local Planning Authority inspection
ii) samples identifiable by manufacturers product type made available to the Local Planning Authority by way of a full photograph schedule submission

The approved development shall be undertaken thereafter strictly inaccordance with the approved details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of the listed building that occupies the site, and to safeguard the character and appearance of the Conservation Area in which the site is located (Section 16, NPPF)
6) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved, a full external finishes Schedule, including colours expressed as RAL nos. or demonstrated by manufacturer's colour swatches or product type references, shall be submitted to and approved in writing by the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of the listed building that occupies the site, and to safeguard the character and appearance of the Conservation Area in which the site is located (Section 16, NPPF)
7) Notwithstanding the details submitted with the application, and prior to the commencement of any work of construction on site, full details of the north
west gable end elevation 'feature glazing' of the development hereby approved, showing the glazing framing and proposed framing colour finish
and the incorporation of a glazing solution to specifically address issues of reflection and glare shall be submitted to, and approved in writing by, the Local Planning Authority by way of annotated drawn detail, in elevation and section, at a scale between 1:20 and 1:50, as appropriate, and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of the listed building that occupies
the site, and to safeguard the character and appearance of the Conservation Area in which the site is located (Section 16, NPPF)
8) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby
approved, full manufacturer's product details of the windows, external doors and conservation rooflights proposed to be installed, shall be submitted to,
and approved in writing by the Local Planning Authority, and the approved development shall be undertaken thereafter strictly in accordance with the
approved details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of the listed building that occupies
the site, and to safeguard the character and appearance of the Conservation Area in which the site is located (Section 16, NPPF)
9) Notwithstanding the details submitted with the application, a decorative roof Cupola as incorporated on the existing building shall be incorporated in like
manner as part of the roof of the development hereby approved, drawn details confirming which, in elevation and section at a scale between 1:20 and 1:50,
as appropriate, shall be submitted to, and approved in writing by, the Local Planning Authority prior to commencement of the constructional phase of the
approved development on site, and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of the listed building that occupies
the site, and to safeguard the character and appearance of the Conservation Area in which the site is located (Section 16, NPPF)
10) Notwithstanding the details submitted with the application, the timber weatherboard cladding to be installed as part of the development hereby approved shall be of
recognised traditional dimensions and profile unless agreed otherwise in writing, and in advance of installation, by the Local Planning Authority.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of the listed building that occupies the site, and
to safeguard the character and appearance of the Conservation Area in which the site is located (Section 16, NPPF)
11) Notwithstanding the details submitted with the application, any rainwater goods to be installed as part of the development hereby approved shall be of 'Heritage Range'
black painted cast aluminium, unless agreed otherwise and in writing by the Local Planning Authority prior to installation on site.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of the listed building that occupies the site, and
to safeguard the character and appearance of the Conservation Area in which the site is located (Section 16, NPPF)
12) The outbuilding hereby approved shall only be used for purposes ancillary to the main dwelling, known as Springwell Cottage, Sewel Lane, Sewell and shall not be occupied as a separate or self-contained dwelling unit.

Reason: To prevent the establishment of a separate residential unit.
