5) No above ground works shall commence until a scheme showing existing and proposed site levels and finished floor levels has been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved plans.

Reason: For the avoidance of doubt, to ensure satisfactory relationship between dwellings on site, and surrounding development.
