Conditions or Reasons:
1) The proposal by reason of its inappropriate design, form, scale, layout and siting would result in a cramped overdevelopment of the site and a prominent and harmful addition to the street scene that would fail to adequately integrate or respect the existing pattern or character of development in the surrounding area and would be detrimental to the visual amenities of the street scene. The proposal does not therefore represent high-quality design and is contrary to policies CS14 and DM3 of the Core Strategy and Development Management Policies (2009), the Central Bedfordshire Design Guide (2014) and the National Planning Policy Framework (2019).
2) The proposed development, by reason of its layout, siting and scale will result in unsatisfactory living conditions for the future occupiers of the development in terms of overbearing impact, overlooking and loss of privacy, poor outlook and a harmful sense of enclosure thereby resulting in an oppressive living environment for future occupiers. As such the proposal does not represent a high quality design and is contrary to Policies CS14 and DM3 of the Core Strategy and Development Management Policies (2009), the Central Bedfordshire Design Guide (2014) and the National Planning Policy Framework (2019).
3) Insufficient information has been submitted to assess the impact of the proposed development on existing Tree Preservation Order Trees in proximity of the site and the ecological value of the site, both of which could be adversely affected by the development. The proposed development would thereby be contrary to policies CS14, CS18, DM3 and DM15 of the adopted Core Strategy and Development Management Policies (2009) and the National Planning Policy Framework (2019).
