Conditions or Reasons:
The proposed development would neither preserve nor enhance the significance, character or setting of this of this Grade II listed building and would result in harm to the significance of this designated heritage asset. The proposal would diminish the architectural integrity of the building and cause less than substantial harm to the historic significance of the Listed Building (in accordance with paragraphs 193, 194, 196 and 198 of the NPPF). As such the proposal would fail to satisfy the provisions of Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and as supported by the aims of Section 16 of the NPPF and policies CS15 and DM13 of the Core Strategy and Development Management Policies 2009.
