Conditions or Reasons for Planning Application - CB/21/02130/RM
Conditions or Reasons:
1) The development hereby approved shall proceed in accordance with the external materials shown on approved plan SK07, unless otherwise agreed in writing by the Local Planning Authority.

Reason: To safeguard the appearance of the completed development and to ensure it is finished externally with materials in the interests of the visual amenities of the locality.

2) The development hereby approved shall be delivered as a serviced plot for a dwelling of self-build construction, with the following requirements and details provided to the Local Planning Authority within the indicated timescales:

The Local Planning Authority must receive at least two weeks' notice prior to the plot being marketed.
Plots can only be sold to people who meet the Self-Build and Custom Housebuilding Act 2015 requirements.
The Local Planning Authority must be notified within two weeks of the plot being sold.
Reason: To assist in meeting the local demand for self and custom-build dwellings.

3) Visibility splays shall be provided at the junction of the access with the public highway before the development hereby approved is first occupied. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the proposed access from its junction with the channel of the public highway and 43m measured either side from the centre line of the proposed access along the line of the channel of the public highway. The required vision splays shall for the perpetuity of the development remain free of any obstruction to visibility.

Reason: To provide adequate visibility between the existing highway and the proposed means of access and to make the access safe and convenient for the traffic which is likely to use it.

4) Any gates provided at the entrance of the access shall open into the site, away from the highway.

Reason: To enable vehicles to draw off the highway before the gates are opened.

5) The turning space for service vehicles as shown on approved plan SK04 shall be completed before the development hereby approved is first occupied and thereafter retained for this purpose.

Reason: To enable service vehicles to draw off, park and turn outside the highway limits thereby avoiding the reversing of vehicles on to the highway.

6) The parking scheme shown on approved plan SK04 shall be completed before the development hereby approved is first occupied and thereafter retained for this purpose.

Reason: To ensure the provision of car parking clear of the highway.

7) Prior to first occupation of the development hereby approved, a scheme for the secure and covered parking of cycles on the site, calculated at one cycle parking space per bedroom, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is first occupied and thereafter retained for this purpose.

Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.

8) The development hereby approved shall not commence until a detailed surface water drainage scheme, to manage surface water runoff from the development, has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented and maintained as approved.

Reason: To manage surface water and prevent the increased risk of flooding both on and off site.

9) Prior to first occupation of the development hereby approved details, of a sprinkler system for the proposed dwelling shall be submitted to and approved in writing by the Local Planning Authority, and thereafter installed and retained as per the approved details.

Reason: To protect the amenity of future occupants of the proposed flats.

10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers D01, SK04, SK05, SK06 and SK07 (black and white, and colour versions).

Reason: To identify the approved plans and to avoid doubt.
