Conditions or Reasons:
1) The proposal by reason of its bulk, scale, mass and layout would result in a cramped overdevelopment of the site, and a prominent and harmful addition to the street scene that would fail to adequately integrate or respect the existing pattern or character of development in the surrounding area and would be detrimental to the visual amenities of the street scene. The proposal does not therefore represent high-quality design and is contrary to policies CS14 and DM3 of the Core Strategy and Development Management Policies (2009), the Central Bedfordshire Design Guide (2014) and the National Planning Policy Framework (2019).
2) The public benefits arising from the proposed development would not outweigh the degree of harm caused to the setting and significance of the designated heritage asset of the Clophill Conservation Area. The proposed would thereby be contrary to Policies CS15 and DM13 of the Core Strategy and Development Management Policies (2009) and Section 16 of the National Planning Policy Framework (2019).
