Conditions or Reasons for Planning Application - CB/21/02336/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall take place until a Reasonable Avoidance Measures plan for Great Crested Newt has been submitted to and approved in writing by the local planning authority. The content shall be informed by the Greenwood Environmental Preliminary Ecological Assessment Dated October 2021 Ref: SHWMK_PEA_1021_NMD Version 1.1. The plan shall be implemented as agreed.

Reason: In order to safeguard protected species that may be present on site in accordance with Policy EE3 of the Central Bedfordshire Local Plan 2015-2035 and Section 15 of the NPPF.
3) All ecological measures/works and enhancements shall be carried out in accordance with the details contained in the Greenwood Environmental Preliminary Ecological Assessment Dated 29.10.2021 Ref: SHWMK_PEA1021_NDC-NMD as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.
Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with the National Planning Policy Framework.
4) Prior to the construction of vehicular parking area associated with the approved dwelling, a scheme for the charging of electric and ultra-low emission vehicles shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall accord with Policy T5 of CBLP and shall include the following:

Details of active charging posts or passive provision such as cabling and electricity supply for the dwelling.
Timescales / triggers for implementation of the scheme.

The development shall be completed in accordance with these approved details including the agreed timescales / triggers.

Reason: To assist with the transition to low-emission vehicles in line with Policy T5 of the CBLP and paragraph 112 of the National Planning Policy Framework.
5) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing adjacent property, Number 26 Windmill Road.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality. (Section 12, NPPF)
6) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Environmental Code of Practice https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning/3

Reason: In order to minimise the impact of development on existing trees, landscape features and biodiversity (Section 15, NPPF)
7) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers: 30820 500 Plan Issue A - Cadastral Survey, 30820 100 Plan Issue A - Cadastral Survey, A06661-102 - Constraints and Opportunities, A0661-103 - Proposed Location Plan, A0661-104 Rev A - Site Plan, A0661-105 - Proposed Floor Plans, A0661-106 - Proposed Elevations, A0661-107 - Site Plan Existing.
Reason: To identify the approved plan/s and to avoid doubt.
