Conditions or Reasons for Planning Application - CB/21/02450/VOC
Conditions or Reasons:
1) The proposal is not considered to amount to a minor material amendment to the original planning permission CB/18/02424/FULL dated 4/9/2019 and as such it is not considered that the proposal can be considered positively through the application as submitted under section 73 of the Town and Country Planning Act.
2) The proposal would result in additional development outside of the identified settlement envelope in conflict with Policy SP7 of the Central Bedfordshire Local Plan. The proposal is considered to be an overdevelopment of the site that would result in the further urbanisation of the site, would not amount to a high quality development and would result in harm to the character and appearance of the area and landscape. The proposal also fails to provide suitable access for all of the site to the public highway. The proposal would thereby conflict with Policies HQ1, EE5, EE8, T2 and H7 of the Central Bedfordshire Local Plan and Chapters 12 and 15 of the National Planning Policy Framework and Planning policy for traveller sites (2015).
3) The application proposes additional development within an area identified as being at increased risk of flooding and is not supported by a suitable flood risk assessment. The proposal also does not include relevant details of surface water or foul drainage and includes built form and development within 9 metres of the identified watercourse. Therefore the proposal is considered to conflict with Policies CC3, CC4, CC6 and H7 of the Central Bedfordshire Local Plan and Chapter 14 of the National Planning Policy Framework.
4) The proposal fails to demonstrate a net gain for biodiversity and therefore conflicts with Policies EE2 and EE8 of the Central Bedfordshire Local Plan and Chapter 16 of the National Planning Policy Framework.
