2) Notwithstanding the details shown, prior to the occupation of dwellings hereby approved, details of surfacing for all on site vehicular areas shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, no dwelling shall be occupied until all on site vehicular areas (including access road, turning areas and parking spaces) have been surfaced in accordance with the approved details.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits.

3) Notwithstanding the details shown, no dwelling hereby permitted shall be first occupied until details of a refuse collection point for plots 7 and 8 have been submitted to and approved in writing by the Local Planning Authority. The refuse collection point shall be located at the site frontage and outside of the public highway and any visibility splays. Thereafter, the refuse collection point shall be provided in accordance with the approved details prior to the first occupation of Plots 7 and 8.

Reason: in the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and premises.

5) No dwelling hereby approved shall be first occupied until a scheme for the glazing for all windows and mechanical ventilation of all dwellings has been submitted to and approved in writing by the Local Planning Authority. The scheme shall:
accord with the principles outlined within the Venta Acoustics letter dated 6th November 2019;
include manufactures details for all glazing and ventilation system(s); and
consider overheating and allow for rapid ventilation with windows closed to achieve suitable internal noise levels.
Thereafter no dwelling hereby approved shall be first occupied until the glazing of all windows and mechanical ventilation systems have been installed in complete accordance with the approved scheme.

Reason: To protect the amenity of future occupiers and to safeguard existing commercial and leisure uses.
