Conditions or Reasons:
1) The proposal by reason of its design, mass, siting and layout would result in a cramped and over-intensive form of development that would lead to a harmful loss of sense of spaciousness in the locality to the detriment of the character and appearance of the site and surroundings. The proposal does not therefore represent a high-quality layout and design and is contrary to policies HQ1 and HQ8 of the Central Bedfordshire Local Plan (2021), the National Planning Policy Framework (2021) and the Central Bedfordshire Design Guide (2014).
2) The proposed development, by reason of the constrained nature of the site, will result in a poor and inadequate level of outlook to windows serving habitable rooms, leading to a harmful sense of enclosure and an unsatisfactory and oppressive living environment for future occupiers of the proposed dwelling. The proposal does not therefore represent a high-quality layout and design and is therefore contrary to policies HQ1 and HQ8 of the Central Bedfordshire Local Plan (2021), the National Planning Policy Framework (2021) and the Central Bedfordshire Design Guide (2014).
3) The proposed development, by reason of its design, bulk, mass and siting would result in harm to the living conditions of the adjoining property Nos. 11, 13 and 15 Ivel Way through an unacceptable level of visual intrusion. The proposal does not therefore represent high quality development and is contrary to Policies HQ1 and HQ8 of the CBCLP (2021) and the objectives of the NPPF (2021).
4) The proposed development would be served by an access road of sub-standard width and would result in an unacceptable intensification of use of the existing access point serving No.7 Castles Close, which would give rise to increased highway and pedestrian safety concerns. The proposal does not therefore represent high quality development and is contrary to Policies T2 and HQ1 of the CBCLP (2021) and the objectives of the NPPF (2021).
