Conditions or Reasons for Planning Application - CB/21/02675/FULL
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the proposal would comprise inappropriate development within the Green Belt and would be harmful by reason of inappropriateness, with a significant loss of openness compared to the existing buildings on site and would conflict with the purposes of including land within the Green Belt. Very special circumstances that would outweigh the identified harm have not been demonstrated in this case. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework and Policy SP4 of the CBC Local Plan.
2) The proposals would harm the character and appearance of the rural landscape and the setting of the listed building and would be in conflict with Policy EE5 and HE3 of the CBC Local Plan which requires all development to have regard to key characteristics and sensitivities of the site and its setting and the NPPF which seeks recognition of the intrinsic character and beauty of the countryside and all developments are sympathetic to local character, and including the surrounding built environment and landscape setting.
3) The proposal is in an unsustainable location, outside of any recognised settlement envelope boundary within the open countryside, with a reliance on the private car for future users of the worship facility, and would constitute an inappropriate and unacceptable development, resulting in an unsustainable development, contrary to policies SP7 and T1 of the Local Plan and the principles of sustainable development as outlined in the National Planning Policy Framework (2021).
4) The proposed development, if permitted, would result in the intensification of use of a substandard access which makes insufficient provision for adequate driver/driver intervisibility and will lead to conditions of danger and inconvenience to users of the highway and the property, contrary to Policy T2 of the Adopted Local Plan (Highway Safety and Design)
