1) The variation of condition 10 to remove the requirement for the first floor bedroom window of 2 Abbis Close to be fitted with obscure glazing results in a harmful impact to the living conditions of neighbouring properties through overlooking and loss of privacy. The proposed development is therefore contrary to policy HQ1 of the Central Bedfordshire Local Plan, the Central Bedfordshire Design Guide, and section 12 of the National Planning Policy Framework.
