Conditions or Reasons for Planning Application - CB/21/02968/FULL
Conditions or Reasons:
1) The proposed development is sited outside the settlement envelope and within the open countryside. Due to the separation between the site and the main village of Shillington with its associated services and facilities, it is considered that the site is located in an unsustainable location with future occupiers wholly reliant on private vehicles. The development is therefore contrary to policies SP1 and SP7 of the Central Bedfordshire Local Plan (2021) and the NPPF (2021).
2) The proposed residential use within the open countryside will form a harmful visual incursion into the open countryside and will result in further urbanisation of this rural location and a harmful visual impact on the character and appearance of the area and associated rural landscape. Furthermore, the proposal will result in a harmful impact on the setting of the Grade II listed Green Farmhouse. As such the proposal would conflict with Policies SP7, EE5, HQ1 and HE3 of the Central Bedfordshire Local Plan (2021) and the NPPF (2021).
3) Insufficient information has been submitted to properly assess the impact of the application on protected species and the wider landscape. The application has therefore not demonstrated a net gain for biodiversity, contrary to policies EE2 and EE3 of the Central Bedfordshire Local Plan (2021) and Section 15 of the NPPF (2021).
4) The application site lies within an area of high flood risk and insufficient information has been submitted to properly assess the flood risk impact of the proposal, contrary to policies CC3, CC4 and CC5 of the Central Bedfordshire Local Plan (2021) and Section 14 of the NPPF (2021).
5) Insufficient information has been submitted to demonstrate that the proposal will not result in a detrimental impact on highway safety in the area, contrary to policy T2 of the Central Bedfordshire Local Plan (2021) and Section 9 of the NPPF (2021).
