Conditions or Reasons for Planning Application - CB/21/03043/OUT
Conditions or Reasons:
1) The proposed development is of a siting, form and scale which is out of keeping with and detrimental to the character, appearance and grain of development in the surroundings. The proposed dwellings appear contrived in design and layout and fails to respond positively to the character of existing built form and does not provide appropriate outside amenity or living standards for future occupiers, nor does it provide sufficient privacy for neighbouring residents. The development is therefore not of a high quality design and layout which is appropriate to its setting, contrary to policies HQ1, SP7 and HQ8 of the Central Bedfordshire Local Plan and the CBC Design Guide. The development is also contrary to the objectives of the National Planning Policy Framework (2021) which seeks to encourage high quality sustainable development and does not represent a sustainable form of development having regard to the Environmental Objective.
2) The proposed development, if permitted, would result in the intensification of use of a substandard access which makes no provision for adequate driver/driver intervisibility and driver/pedestrian intervisibility and will lead to conditions of danger and inconvenience to users of the highway and the property. The proposed development would be contrary to Section 9 of the NPPF, Policy T2 of the CBC Local Plan and the Central Bedfordshire Design Guide.
