Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt where the creation of new buildings is usually to be regarded as inappropriate by a local authority. The proposed swimming pool does not fall within any of the exceptions to inappropriate development contained in paragraph 149 of the NPPF and is harmful by definition. Additionally, due to the proposal's excessive scale and inappropriate design, as well as its proximity to existing extensions and to the site boundary, the proposal would result in a loss of openness to the Green Belt. There are no 'very special circumstances' demonstrated which can be said to outweigh the harm caused by inappropriateness and loss of openness. The proposal would therefore be contrary to policy SP4 of the Central Bedfordshire Local Plan and Section 13 of the NPPF.
2) The proposed development, by virtue of its scale, design and siting, would have the effect of adding excessive built form at the site, and would create a sprawling effect harmful to the layout of the site and the setting of Park Farmhouse, a designated heritage asset. The addition of new buildings in this location would also further disassociate the relationship between the Farmhouse and the listed farm buildings to the north to the detriment of their group significance. The less than substantial harm identified is not outweighed by public benefit and as such the development fails to satisfy the provisions of Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as supported by the aims of Section 16 of the NPPF.
