Conditions or Reasons for Planning Application - CB/21/03235/OUT
Conditions or Reasons:
1) The proposed development of this site for two dwellings and as illustrated on the indicative plan, would not constitute infilling and would be considered backland development, to which there are no other similar examples within the locality. The development will conflict with the existing grain of development and would cause harm to the character and appearance of the area.The removal/pruning of the trees which act as a buffer and screening to the adjacent Parkland and Green Belt would fundamentally change the character of the area.The proposal would be contrary to Section 12 of the NPPF, Policies SP7, HQ1 and HQ8 of the Central Bedfordshire Local Plan as well as the Central Bedfordshire Design Guide.
2) Due to the layout of the access and nature of the proposal, the intensification of the use would result in undue levels of activity, noise and disturbance detrimental to the residential amenity which neighbouring occupiers could reasonably expect to enjoy and in conflict with Policy HQ1 of the Central Bedfordshire Local Plan, Section 12 of the NPPF and the Central Bedfordshire Design Guide (2014).
3) The development, if permitted, would lead to the intensification of use of an existing access which provides inadequate driver / driver intervisibility and will lead to a condition of danger for all road users. The proposal would conflict with Section 9 of the NPPF, Policy T2 and T3 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide.
