Conditions or Reasons:
3) Before development is commenced, details of the extent and means of definition of the curtilage of each of the residential units shall be submitted to and approved in writing by the Local Planning Authority and the boundaries of the curtilage shall be set out and defined in accordance with the approved details before each unit is first occupied or brought into use including a scheme for screen fencing and/or screen walling and thereafter retained.

Reason: To limit the extent of the residentially used land having regard to the rural location of the site in the Green Belt, the Chilterns Area of Outstanding Natural Beauty and the Area of Great Landscape Value.

4) Prior to the commencement of the development hereby approved, an ecological enhancement strategy and a management plan for the meadow and wild flower area shown on drawing no. 17-210.COU04 Rev C, shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall thereafter be implemented the are shall be maintained in accordance with the approved management plan.

Reason: This is a pre-commencement condition to ensure that habitat enhancement measures are satisfactory in order to ensure that the proposal is in line with NPPF guidance requiring the delivery of a net gain for biodiversity.

5) Prior to development (including demolition), a Tree and Hedge Protection Plan shall be submitted to the Local Planning Authority for approval, and shall be for the purpose of protecting all boundary planting (including areas being proposed for new planting), and retained trees from development activity. The approved Tree and Hedge Protection Plan shall
then be fully implemented before the commencement of development (including demolition), with the protective barrier fencing remaining securely in position throughout the entire course of development works.

Reason: The condition must be discharged prior to commencement to secure the protection of retained planting, including areas being proposed for new planting, from damage incurred through development activity, to ensure their continued health, amenity and screening value, and to provide a good rooting medium for new planting stock.

6) No development shall take place until a written scheme of archaeological investigation; that includes provision for post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved archaeological scheme.'

Reason: This condition is pre-commencement as a failure to secure appropriate archaeological investigation in advance of development would be contrary to Section 16 of the National Planning Policy Framework (NPPF) that requires developers to record and advance of understanding of the significance of any heritage assets affected by development before they are lost (wholly or in part). (Section 16, NPPF)
11) Development shall not commence until a scheme detailing provision for on site parking for construction workers for the duration of the construction period has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented throughout the construction period.

Reason: The condition must be discharged prior to commencement to ensure adequate off street parking during construction in the interests of road safety.

12) No development approved by this permission shall take place until the following has been submitted to and approved in writing by the Local Planning Authority:
A Phase 1 Desk Study report documenting the ground conditions of the site with regard to potential contamination;
A Phase 2 Site Investigation  (where shown as necessary the Phase 1 Desk Study);
A Phase 3 Remediation Scheme (where shown as necessary by the Phase 2 Site Investigation)

All such work shall be undertaken in accordance with BS:10175:2011 or other appropriate guidance issued by the regulatory authorities. The work shall be sufficient to ensure that measures will be taken to mitigate any risks to human health and the wider environment.

Reason: The condition must be discharged prior to commencement to protect human health (including construction workers) and the environment.

16) No development shall take place until a scheme has been submitted to and approved in writing by the Local Planning Authority for the provision of fire hydrants at the development. Prior to the first occupation of the dwellings the fire hydrant(s) serving that development shall be installed as approved. Thereafter the fire hydrant(s) shall be retained as approved in perpetuity.

Reason: The condition must be discharged prior to commencement to ensure that ground works do not prejudice the appropriate siting of fire hydrants, in the interests of fire safety and providing safe and accessible developments.
