Conditions or Reasons for Planning Application - CB/21/03579/FULL
Conditions or Reasons:
1) The proposal fails to demonstrate that the retail unit permitted under the policy requirement for the wider site of Land south of Stotfold and secured through the outline permission reference MB/02/00242/OUT and associated Section 106 Agreement dated 21.04.2006 for the site, would not meet the needs of the community or is no longer a viable proposition. The proposal is therefore contrary to Policy R2 of the Central Bedfordshire Local Plan 2015-2035 and the social and economic objectives of the National Planning Policy Framework 2021.
2) The proposal would result in an unacceptable cramped form of development with inadequate sized car parking spaces, unaccessible access routes and insufficient landscaping to the detriment of the character and appearance of the area and amenity for future residents and would not be a high quality development. As such the proposal is contrary to Policy HQ1 of the Central Bedfordshire Local Plan 2015-2035, the Central Bedfordshire Design Guide 2014 and the National Planning Policy Framework 2021.
3) Adequate provision cannot be made within the site for the parking of vehicles clear of the public highway to the detriment of the safety and convenience of users of the highway; as such the proposal is contrary to Policy T3 of the Central Bedfordshire Local Plan 2015-2035, the Central Bedfordshire Design Guide 2014 and the National Planning Policy Framework 2021.
4) Inadequate access width and visibility splays can be achieved at the junction of the site access with the public highway to the detriment of the safety and convenience of users of the highway. As such the proposal is contrary to Policy T2 of the Central Bedfordshire Local Plan 2015-2035 and the Central Bedfordshire Design Guide 2014, and the National Planning Policy Framework 2021.
5) The proposal fails to accommodate the suitable integration of SUDS to reduce surface water. Priority has not been given to naturalistic solutions incorporated into the soft landscape of the development and the environmental benefits of the integration of SUDS has not been achieved. As such the proposal is contrary to Policy CC5 of the Central Bedfordshire Local Plan 2015-2035, Central Bedfordshire Sustainable Drainage Guidance April 2014 and the National Planning Policy Framework 2021.
