Conditions or Reasons for Planning Application - CB/21/03629/OUT
Conditions or Reasons:
1) The proposed development would be located outside of any defined Green Belt infill boundary within the open countryside and within the Green Belt. Due to the location of the site the proposal would constitute inappropriate, development within the Green Belt which is by definition harmful to the openness of the Green Belt. The proposal is not considered to constitute limited infilling within a village and Very Special Circumstances have not been demonstrated which would clearly outweigh the harm by reason of inappropriateness or any other harm caused to the visual amenity and openness of the Green Belt. The proposed development would therefore be contrary to Section 13 of the National Planning Policy Framework (2021) and Policy SP4 of the Central Bedfordshire Local Plan.
2) The proposed development of this site and as illustrated on the indicative plan, would not constitute infilling and would be considered backland development, to which there are no other similar examples within the locality. The development will conflict with the existing grain of development and would cause harm to the character and appearance of the area and Green Belt. The proposal would fundamentally change the character of the area. The proposal would be contrary to Section 12 of the NPPF, Policies SP7, HQ1 and HQ8 of the Central Bedfordshire Local Plan as well as the Central Bedfordshire Design Guide.
3) Due to the layout of the access and nature of the proposal, the intensification of the use would result in undue levels of activity, noise and disturbance detrimental to the residential amenity which neighbouring occupiers could reasonably expect to enjoy and in conflict with Policy HQ1 of the Central Bedfordshire Local Plan, Section 12 of the NPPF and the Central Bedfordshire Design Guide (2014).
4) The proposed development, if permitted, would result in the intensification of use of a substandard access which makes no provision for adequate driver/driver or driver/pedestrian inter visibility and will lead to conditions of danger and inconvenience to users of the highway and the property. The proposal would not be in accordance with Section 9 of the NPPF, Policy T2 and T3 of the Central Bedfordshire Local Plan and Central Bedfordshire Design Guide.
5) The proposed development fails to make adequate replacement parking provision for off street parking, and if permitted would lead to an increase in on street parking, thereby resulting in further unacceptable traffic congestion and additional hazards to users of the highway. The proposal would not be in accordance with Section 9 of the NPPF, Policy T2 and T3 of the Central Bedfordshire Local Plan and Central Bedfordshire Design Guide.
