Conditions or Reasons:
1) The site forms part of the view of the Church of St. Peter from Church Lane, which is an historic ecclesiastical marker for the earlier settlement. The proposal, involving a change of roof form and increased massing of the building in a prominent position in the street scene, will detract from the high quality of the existing built forms and would constitute a scheme that would fail to preserve the elements of the setting that make a positive contribution to the asset, resulting in demonstrable harm to the setting of the heritage asset with no public benefits identified to outweigh the less than substantial harm. The proposal is in conflict with policies HQ1 and HE3 of the Central Bedfordshire Local Plan 2021, paragraphs 197c, 202 and 206 of the National Planning Policy Framework 2021 as well as Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
