Conditions or Reasons:
1) The proposed change of use from public amenity land to garden residential land and the erection of a closed boarded fence by reason of its prominant siting, scale, design and resultant enclosure of amenity land would cause harm to the open character of the streetscene and would have a detrimental impact upon the character and appearance of the surrounding area. As such, the proposal is conflicting with policy HQ1 of the Central Bedfordshire Local Plan (2021), Section 7 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
