Conditions or Reasons:
1) The proposed car port and associated hardstanding, by reason of its location within the site, scale, height, footprint and relationship with the Grade II listed building known as 2 Mill Lane, will encroach upon the openness of the plot and will obscure views of the heritage asset from Kiln Lane. The proposal will appear out of character, unduly prominent and overbearing and will therefore result in a harmful impact on the setting of both the listed building and wider Clophill Conservation Area, and will fail to preserve or enhance the character and appearance of Clophill Conservation Area, to the detriment of the historical significance, interest and character of the designated heritage assets and their wider settings. No public benefits outweigh the less than substantial harm to the designated heritage assets and the proposed development conflicts with policies HQ1 and HE3 of the Central Bedfordshire Local Plan (2021), sections 12 and 16 (including the tests and objectives of paragraphs 199 and 202) of the National Planning Policy Framework (2021), and fails the Statutory Test as set out in s. 66 (1) of the Planning (Listed Buildings and Conservation Areas) Act 1990
