Conditions or Reasons:
1) Due to the depth and area of the private amenity spaces serving the proposed dwellings, the future occupiers of the proposed dwellings would not benefit from an acceptable standard of amenity and living conditions, and those dwellings would constitute substandard accommodation, in conflict with Policy HQ1 of the Central Bedfordshire Local Plan, Section 5 of the Central Bedfordshire Design Guide and the National Planning Policy Framework (2021).
2) Insufficient information has been provided to demonstrate in the context of noise and odour that the development can be integrated effectively with the permitted and established business premises at No. 1 King Street, and that the future occupiers would not be subject to unacceptable impacts on their health, amenity and living conditions due to noise and odour, in the context of Policies HQ1 and CC8 of the Central Bedfordshire Local Plan and Paragraphs 130f, 185, and 187 of the NPPF.
3) The proposed development fails to make adequate provision for off street parking, and if permitted would lead to an increase in on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway. As such the proposal is contrary to Policies T2 and T3 of the Adopted Local Plan (2021); Adopted Design Guidance March 2014, and Section 9 of the National Planning Policy Framework (2021).
