Conditions or Reasons for Planning Application - CB/21/04586/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers: AL05/E (dated 25 2 22), L01 and L02, L03/B and L04.
Reason: To identify the approved plan/s and to avoid doubt.
3) Part A:

No demolition or development shall take place until a written scheme of heritage asset resource management (WSHARM), has been submitted to and approved in writing by the Local Planning Authority. The WSHARM shall include the following components:

1. a historic building recording method statement for all the historic structures materially affected by the development. As a minimum, the method statement must comply with Level 2 of Historic England's Understanding Historic Buildings: A Guide to Good Recording Practice (2016) and will include details of reporting and archiving

2. a method statement for the investigation of any archaeological remains that will be affected by the development, this will include provision for monitoring of groundworks post demolition down to ground level

3. an outline strategy for archaeological post-excavation assessment, analysis, archive preparation and publication, including details of the timetable for each stage of the post-excavation works

Part B:

The said development shall only be implemented in full accordance with the approved WSHARM and this condition shall only be fully discharged when:

1. the historic building record has been completed and the date of completion has been confirmed in writing by the Local Planning Authority.

2. all elements of the archaeological fieldwork have been undertaken and the date of completion has been confirmed in writing by the Local Planning Authority.

3. the post-excavation assessment, analysis and final archaeological report has been submitted to and approved in writing by the Local Planning Authority. This shall be done within 12 months of the date of completion of the archaeological fieldwork unless otherwise agreed in advance in writing by the Local Planning Authority.

4. the preparation of the site archives (both physical and digital) for deposition at stores approved by the Local Planning Authority has been undertaken and confirmed in writing by the Local Planning Authority. For the digital archive this will include confirmation of the intention to deposit with a CoreTrust Seal certified repository dedicated to storing historic environment archives.

5. the preparation of an archive report and the submission of a publication report (if applicable) have been undertaken and confirmed in writing by the LocalPlanning Authority Unless otherwise agreed in advance in writing by the Local Planning Authority, items 4, and 5 of Part B of this condition shall be completed within 2 years of the archaeological fieldwork date of completion.

Reason: To safeguard any historic and archaeological finds.

This condition is pre-commencement as failure to

1. secure a record of the historic structures before they are modified,

2. investigate and record any archaeological remains following demolitionof structures,

3. secure the long term future of the archive and to make the record of all the work publicly available would be contrary to policy HE1 of the Central Bedfordshire Local Plan 2015-2035 (adopted July 2021) and paragraph 205 of the National Planning Policy Framework that requires developers to record and advance understanding of the significance of any heritage assets affected by development before they are lost (wholly or in part).This is advice is in line with Chapter 18 of the Central Bedfordshire Local Plan 2015-2035 (adopted 2021) and Chapter 16, paragraph 194, NPPF (2021).
4) No equipment, machinery or materials shall be brought on to the site for the purposes of development until details of substantial protective fencing for the protection of any retained trees, has been submitted to and approved in writing by the Local Planning Authority and the fencing has been erected in the positions shown on th approved drawi;ng. The approved fencing shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Nothing shall be stored or placed in any area fenced in accordance with this condition and the ground levels within those areas shall not be altered, nor shall any excavation be made.

Reason: To protect the trees so enclosed in accordance with Section 8 of BS 5837 of 2012 or as may be subsequently amended.

5) Details of the materials to be used in the construction of the external surfaces of the development hereby permitted incljding windows, doors, roof tiles, timber cladding and guttering shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

Details of the roof insulation materials and techniques to be used as outlined in point 3 of Drawing No. L03 rev B shall be submitted to and approved in writing by the Local Planning Authority and only the approved details shall be implemented.

Reason: To safeguard the character and integrity of the Grade II listed property in accordance with policies in the Central Bedfordshire Local Plan and the NPPF.

A clear and convincing justification for the structural timber repairs as outlined in point 13 of Drawing No. L03 rev B shall be submitted to the Local planning Authority for approval via a Condition Survey Report carried out by a CARE accredited structural engineer. Only the approved details shall be implemented.

Reason: To safeguard the character and integrity of the Grade II listed property in accordance with policies in the Central Bedfordshire Local Plan and the NPPF.
