Conditions or Reasons for Planning Application - CB/21/04609/FULL
Conditions or Reasons:
1) The proposed development represents inappropriate development in the Green Belt, which is by definition harmful and would cause harm to its openness. The fall-back positioned has been identified but does not outweigh the harm caused to the Green Belt, and any other harm to the character of the area. Consequently, 'very special circumstances' do not exist, and the development is contrary to the aims and objectives of Section 13 of the National Planning Policy Framework 2021 and Policy SP4 of the Central Bedfordshire Local Plan. Further the development would present a replacement dwelling outside the settlement envelope that is disproportionately larger than the original dwelling and would not result in improvement to the character of the area or be sympathetic to the setting of the site. The development is thereby contrary to the requirements of Central Bedfordshire Policies SP7 and DC2
2) The proposed development, by virtue of its scale and potential landscape damage, would have a detrimental impact on the character of the area and Green Belt setting. The proposal is therefore contrary to the aims and objectives of Section 13 of the National Planning Policy Framework 2021 and Policies HQ1 and EE5 of the Central Bedfordshire Local Plan.
