2) The proposed development, by virtue of its siting, scale and design would not positively contribute to character and appearance of the area and the wider surrounding area and would ultimately result in harm to the character and appearance of the area and wider surrounding area contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021), Chapter 7 of the Central Bedfordshire Design Guide, Chapter 12 of the NPPF.
