Conditions or Reasons for Planning Application - CB/21/04757/FULL
Conditions or Reasons:
1) The proposed development is unacceptable in principle as it represents inappropriate development in the Green Belt, which is by definition harmful and would cause harm to the openness of the Green Belt due to its scale and siting. No material considerations have been presented that clearly outweigh the harm caused to the Green Belt and any other harm. Consequently, Very Special Circumstances do not exist, and the development is thereby contrary to the aims and objectives of Section 13 of the National Planning Policy Framework 2021.
2) In the absence of robust justification and marketing information, the proposal would result in the unacceptable loss of a community facility in conflict with Policy HQ3 of the Central Bedfordshire Local Plan (2015-2035) and paragraphs 84 and 93 of the National Planning Policy Framework (2021). It would therefore fail to comply with the social objectives of sustainable development.
3) The proposed development, by virtue of its scale, siting and detailed design would be visually intrusive and have a detrimental impact on the character of the AONB and Green Belt setting. The proposal is therefore contrary to the aims and objectives of Section 12, 13 15 of the National Planning Policy Framework 2021 and Policies; SP4 and EE7 of the Central Bedfordshire Local Plan (2015-2035)
4) The proposed development fails to demonstrate through up to date, comprehensive ecological surveys in accordance with industry guidelines and standards that the proposed development has been informed and designed to prevent adverse impacts on protected species. The proposal is thereby in conflict with Local Plan Policy EE3 and Section 15 of the NPPF
