Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. The proposal is for an indoor sport. No special circumstances have been established in this case. The proposal would therefore be contrary in principle to Section 13 of the National Planning Policy Framework 2021 and policy SP4 of the Central Bedfordshire Local Plan.
2) The proposed development would result in the loss of an area of essentially undeveloped and open land which provides an uniterrupted openness which lays adjacent to open countryside to the north & west boundaries and which makes a significant contribution towards the character of the designated Greensand Ridge Nature Improvement Area. It would result in a disproportionate form of built development in this location of Tingrith Road positioned on ground levels which rise east to west, harmful to its character and that of the locality. The proposal is therefore contrary to Policies SP4, HQ1, DC4, EE8 & EE5 of the Central Bedfordshire Local Plan and Sections 12, 13 & 15 of the NPPF.
3) Having regard to the existing buildings on site and the character & appearance of the area. The proposed equestrian indoor arena would be excessive in scale measuring 45m length x 25m width with a height of 8.7m set in a location within the site where the ground levels rise from east to west. Therefore, by reason of its bulk, mass and location the proposal would also have a significant detrimental impact on the openness of the Green Belt. No very special circumstances have been established in this case and thus the proposal is in conflict with Sections 12 & 13 of the National Planning Policy Framework, policy SP4 & HQ1 of the Central Bedfordshire Local Plan.
