Conditions or Reasons for Planning Application - CB/21/05042/FULL
Conditions or Reasons:
1) The proposal, by nature of the coverage of built form within the site, as well as the tight relationship between the building proposed and the boundary edges, would result in an unacceptable overdevelopment of the site and contribute to a cramped appearance. As such, the proposal would be harmful to the character and appearance of the plot and would appear at odds with the pattern and grain of development in the surroundings. The proposed development is not therefore a high quality layout and design appropriate to its setting, contrary to policy HQ1 of the Central Bedfordshire Local Plan (2021), Section 12 of the National Planning Policy Framework (2019) and the Central Bedfordshire Design Guide (2014). In addition, insufficient information has been provided to demonstrate that the application meets criteria for sustainable development, SuDS and enhancing biodiversity contained within policies CC1, CC5 and EE2 of the Central Bedfordshire Local Plan (2021). As such, the proposal would not amount to a sustainable form of development.
2) The proposal does not provide details of the land required for access to the site/parking from the public highway within the red line plan which does not comply with the government planning guidance and does not indicate a vehicular means of access and manoeuvring within the applicants ownership to the indicated parking provision.
3) The proposed development fails to make adequate provision for off street parking and/or replacement off street parking for the probable existing displaced parking provision and, if permitted, would lead to an increase in on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway.
4) Insufficient information has been provided to enable an accurate assessment of the application in terms of access for vehicles and parking for the proposal and existing dwelling and refuse collection clear of parking areas and manoeuvring vehicles in terms of highway implications.
