Conditions or Reasons:
1) The proposed development would render the scheme an inappropriate form of development in the Green Belt, which is, by definition harmful to the Green Belt and would be detrimental to the openness of the Green Belt. No factors which could amount to very special circumstances to outweigh the harm to the Green Belt, and other harm to the character of the area have been identified. The proposed changes are significant and do not consitute a minor material amendment that can be dealt with as a Section 73 application under the Town and Country Planning Act. The proposal conflicts with Policy SP4, HQ1 of the Central Bedfordshire Local Plan and Section 13 of the National Planning Policy Framework.
