Conditions or Reasons for Planning Application - CB/21/05238/FULL
Conditions or Reasons:
1) The proposed development results in a significant and harmful reduction of open space which formed an important and integral part of the original development approved under CB/16/01608/OUT and CB/18/00399/RM for formal recreation and amenity for future residents. The loss of open space and the dilution of its overall quality is considered be a factor which is detrimental to social and environmental sustainability of the development which is not outweighed by other material considerations.  The proposal does not result in a high quality design and layout, nor a sustainable form of development and is in conflict with policies EE13 and HQ1 of the Central Bedfordshire Local Plan, policies ARL2 and ARL9 of the Arlesey Neighbourhood Plan, sections 8 and 12 of the National Planning Policy Framework (2021) and the Arlesey Cross Masterplan. The proposed development is also in conflict with s106 agreement associated with the outline permission under CB/16/01608/OUT and as per the layout approved under CB/18/00399/RM and there is no Deed of Variation to agree the changes to the landscaping, open space and LEAP/LAP as originally set out in the legal agreement.
