Conditions or Reasons for Planning Application - CB/21/05257/FULL
Conditions or Reasons:
1) The proposal by reason of its design, form, and siting would result in an over intensive development of the site that would fail to enhance local distinctiveness or adequately integrate or respect the existing pattern of development in the surrounding area to the detriment of the character, appearance and visual amenities of the street scene and the surrounding area. The proposal does not therefore represent a high-quality layout and design and is therefore contrary to policy HQ1 of the Central Bedfordshire Local Plan (2021), the Central Bedfordshire Design Guide (2014) and the objectives of the NPPF (2021)
2) The proposed development would result in harm to the living conditions of the adjoining property No. 65 Havelock Road by reason of a loss of outlook and visual intrusion. Furthermore, in the absence of any information to the contrary, the proposed development would adversely affect neighbouring amenity through noise and general disturbance by reason of the proposed Air-Source Heat Pumps. The proposal does not therefore represent high quality development and is contrary to policies CC8 and HQ1 of the Central Bedfordshire Local Plan (2021) and the objectives of the NPPF (2021).
3) The proposed development results in substandard window openings serving habitable rooms resulting in unacceptable and poor levels of outlook and daylight penetration leading to an increased reliance on the use of artificial energy sources to light the affected rooms, together with unacceptable levels of useable amenity space to serve future occupiers. The proposal fails to represent a high-quality design and layout and is therefore representative of overdevelopment of the site which would lead to an unsatisfactory and oppressive living environment for future occupiers of the proposed development, contrary to policies CC1 and HQ1 of the Central Bedfordshire Local Plan (2021), the Central Bedfordshire Design Guide (2014) and the objectives of the NPPF (2021).
