Conditions or Reasons for Planning Application - CB/21/05263/FULL
Conditions or Reasons:
1) The siting, scale, massing and appearance of the proposal results in a prominent and visually intrusive form of development which is out of keeping with and harmful to the character and appearance of the local surroundings. The proposed development is not therefore of a high quality design and nor has sufficient information been provided to demonstrate that the development will increase resilience to climate change and take full advantage of opportunities to incorporate renewable energy technologies and reduce carbon emissions. The proposed development therefore conflicts with Policy HQ1 of the Central Bedfordshire Local Plan 2015-2035, Chapter 7 of the Central Bedfordshire Design Guide and Chapter 12 of the National Planning Policy Framework 2021.
2) The proposed development by virtue of its siting, scale and massing combined with its limited separation to the neighbouring property at No. 3 Townsend Close would create an unacceptable increase in overbearing impact and loss of light upon the rear garden amenity space of the neighbour at No. 3 when compared to the existing built form. The proposal therefore creates an unacceptable impact upon this neighbouring property and would not be considered high quality design, contrary to Policy HQ1 of the Central Bedfordshire Local Plan 2015-2035, Chapter 7 of the Central Bedfordshire Design Guide and Chapter 12 of the National Planning Policy Framework 2021.
