Conditions or Reasons for Planning Application - CB/21/05458/PIP
Conditions or Reasons:
1) By virtue of the location, amount of development and land-use proposed, it is considered that the development would adversely impact the character and appearance of the area by introducing a dwellinghouse within a rural setting, resulting in a harmful urbanising incursion into the open countryside. It has not been demonstrated that the proposed development in principle is capable of not being harmful in terms of impact on trees hedgerows and landscape features which contribute to the wider landscape and associated biodiversity. Therefore the proposal is unacceptable as a matter of principle and will be harmful to the rural character of the area, contrary to Policies SP7, HQ1, EE2, EE3, EE4 and EE5 of the Central Bedfordshire Adopted Local Plan (2021) and the National Planning Policy Framework (2021).
2) The proposed development is located outside the settlement envelopes of the nearest settlements of Cranfield and Marston Moreteyne, within the open countryside with no pedestrian links and limited access to sustainable modes of transport. The development proposal is not therefore considered to represent a sustainable form of development, resulting in over-reliance on the private car by future occupiers, and is therefore contrary to policies SP2, SP7 and HQ1 of the Central Bedfordshire Adopted Local Plan (2021) and the National Planning Policy Framework (2021).
